People's Policy Recommendations
for Fishery Act Reform and Fishery Management in Thailand
- The Fishery Act must have provisions that
correspond to the 1997 Constitution. In particular, with
issues regarding the community's rights and the participation
of the small-scale fisher folks, the local government units
and other communities resided along the coast in protecting,
conserving and sustainably utilizing the fishery resources
in a balanced manner.
- The Fishery Act must enforce fishery catching
rules and regulations and support conservation activity,
both within the administration and ecological boundaries.
This includes declaration of marine sanctuaries, the conservation
of breeding grounds and control of marine pollution.
- Systemized fishery activity by avoiding
fishery monopoly of the private sector.
- Support the community's rights in being
able to access, utilize as well as support the participation
of people's sector in conserving and managing marine species.
This includes their participation in managing and controlling
the use of fishing gears.
- Decentralize authority in fishery management.
- Transforming the roles of government's
officials from controlling and surveillance to supporting
and promoting the community.
