ActionAid is looking for teams of young Thai filmmakers to make documentaries about the lives of Moken sea gypsies.

> Teams of up to 3 people aged 18-25 years old.
> Three teams will be selected to receive production budgets of 20,000 baht and will spend 7 days living with Moken communities and filming their documentaries.

Implementation Approaches

Immediate Approaches

1. The gathering of information and the development of a database system about the loss and damage caused, and about those killed, missing or injured, as a result of the tsunami. The information and the database system will be used to identify appropriate relief measures and community rehabilitation plans.

2. The development of an interactive website entitled 'Save Andaman'. The website will highlight the problems faced by marginalized groups, publicize taskforce roles in tsunami-affected areas, and provide taskforce updates, demonstrating how actions are leading to the long-term mitigation of problems.

3. The creation of 'The Community Support Fund' via donations from both national and international donors. The fund will support activities like the construction of temporary shelters and the repair or purchase of fishing boats and fishing gears. Such activities are essential to safeguard the livelihoods, food security and incomes of marginalized groups.

4. The provision of immediate vocational relief, including the construction of temporary shelters and the repair or purchase of fishing boats and fishing gears, as supported by 'The Community Support Fund'. The network will coordinate with the private sector and the government to ensure assistance reaches the marginalized groups.

5. The organizing of public forums to assess the effectiveness of the government's policy framework in addressing tsunami relief problems. The forums will look at how the policy framework can support the rehabilitation of communities and natural resources affected by the tsunami.

Long-term Approaches

1. To build the capacity of communities in restoring coastal natural resources and coastal ecosystems by encouraging community organizations to play a prominent role in restoration, including the drafting of community-based natural resource rehabilitation plans. Such plans will include fundraising and campaigning in support of planned activities.

2. To monitor and study what funds have been received and how they have been used, and the provision of relief and aid to tsunami victims in the affected provinces.

3. To organize forums to draw out lessons learned about the tsunami and the subsequent relief programme, based on the experiences of those in some way involved. One aim will be to identify ways to mitigate the impact of potential future tsunamis.
